Mindy Hangsleben combines engineering discipline with experience across healthcare policy, technology, data, operations, and implementation. She works with organizations to understand how the pieces of a complex initiative connect, align the people responsible for them, and move the work from intent through real-world implementation. Mindy has led complex work involving federal agencies, healthcare providers, associations, technology vendors, community organizations, frontline teams, and people directly affected by the systems being changed. Her approach draws on Human-Centered Design, Lean, Agile, and rapid-cycle improvement. When a challenge requires specialized expertise, Mindy collaborates with a trusted national network of healthcare, policy, technology, data, clinical, and community experts to assemble the right team for the work.

Healthcare Policy Implementation Lab — H.R. 1 Community Engagement Requirements
New federal Medicaid eligibility, community-engagement, and renewal requirements will affect far more than state policy. They will change how counties, health centers, community organizations, health plans, and technology systems work together and how people maintain coverage. Coverage loss does not stop at the eligibility system. Its effects can ripple across families, healthcare providers, and communities through delayed care, medical debt and financial instability, uncompensated care, workforce disruption, housing instability, and increased pressure on emergency, behavioral-health, housing, and other public systems. The Healthcare Policy Implementation Lab is being built to bring organizations and affected communities together before implementation, identify where processes may break down, and test practical solutions in real-world settings. The goal is not only to implement new requirements, but also to anticipate and reduce unintended consequences across Minnesota’s broader healthcare and community ecosystem. The Lab will also create reusable tools and a model for future healthcare policy transitions.

Up to 140,000 Minnesotans could lose Medical Assistance coverage under the federal changes beginning in 2027.
The Lab will help organizations identify and address preventable breakdowns before they become coverage gaps, delayed care, and uncompensated costs.
